To get to the Svelltje Palace, you have to cross the Fourbridge and then follow the Svelltjegrund to the old canal.

That’s easy to get to: just go down the Gashoker to the embankment and turn north. You’ll be hard pressed to miss Thorescha’s shop.

I don’t know whether Ingramosch got anywhere in his talks, but if we could forge a new compact, we would be sure to beat those Orcs.
